Karaoke Establishment Permit
Food and Environmental Hygiene Department (for karaoke establishments in licensed restaurants); Office of the Licensing Authority, Home Affairs Department (for karaoke establishments in licensed hotels, guesthouses and certified club-houses)
Under the Karaoke Establishments Ordinance (Cap. 573), any person who keeps, manages or operates a karaoke establishment must hold a permit or licence. A permit is granted where the karaoke establishment is within a licensed restaurant (issued by FEHD) or within a licensed hotel, guesthouse or certified club-house (issued by the Office of the Licensing Authority). The permit remains valid only while the connected restaurant licence or premises licence stays valid.

- FEHD performance targets: site inspection within 7 working days of an acceptable application; letter of requirements within 4 working days of departmental clearance; final verification inspection within 8 working days of the compliance report; approval of permit issue within 7 working days of final verification

Liquor Licence
Liquor Licensing Board (executive and secretarial support provided by the Food and Environmental Hygiene Department)
Required by any person selling or supplying liquor for consumption on the premises, under the Dutiable Commodities Ordinance (Cap. 109) and Dutiable Commodities (Liquor) Regulations (Cap. 109B). The Liquor Licensing Board is an independent statutory body that considers applications, generally for premises holding or applying for a restaurant licence. A liquor licence is issued only once the premises hold a full or provisional restaurant licence, or a Certificate of Compliance for club liquor licences.

- About 8 weeks for non-contested applications and about 10 weeks for contested or contentious applications, per the Liquor Licensing Board application guide flow chart

Places of Public Entertainment Licence
Food and Environmental Hygiene Department (the Director of Food and Environmental Hygiene, authorised by the Secretary for Home and Youth Affairs as Licensing Authority under Cap. 172)
Required under the Places of Public Entertainment Ordinance (Cap. 172) for premises or places where public entertainment such as cinemas, theatres, concerts, exhibitions or amusement attractions is presented to the public, whether or not admission is charged. The Secretary for Home and Youth Affairs is the statutory Licensing Authority and has authorised the Director of Food and Environmental Hygiene to issue and cancel licences. Separate application guides apply to cinemas and theatres versus other places of public entertainment.
