Unified Carrier Licence and Services-Based Operator Licence
Communications Authority (Office of the Communications Authority, OFCA)
A Unified Carrier Licence (UCL) under the Telecommunications Ordinance (Cap. 106) is required to establish and maintain facility-based public telecommunications networks that cross unleased Government land or public streets, covering fixed, mobile and converged services; it is valid for 15 years. Operators providing public telecommunications services without such facilities, for example local voice telephony, external telecommunications services or MVNO services, apply instead for a Services-Based Operator (SBO) Licence, which is valid for 2 years.
